According to the statistical data released by the Joint Conference on passenger car market information, the sales of generalized passenger cars (including mini cars) of domestic automobile manufacturers in 2020 will be 2012.37 million, a year-on-year decrease of 6.2%. After three consecutive years of negative growth in 2018, 2019 and 2020, the sales volume of passenger cars decreased by 4.5754 million compared with 24.6991 million in 2017, with a cumulative decrease of 18.52%.

On the one hand, the sales volume continues to decrease, on the other hand, the production capacity of traditional automobile enterprises continues to increase step by step, and the factories of new force automobile manufacturers are being built and put into operation one after another. There are 90 passenger car enterprises listed in the statistical scope of the passenger Federation in 2020, among which 7 enterprises, including Bojun automobile (formerly FAW Xiali), Zhidou electric vehicle, Kangdi electric vehicle, Huatai Automobile, Yongyuan automobile, spatiotemporal electric vehicle and Lingtu automobile, have zero sales in 2020. The total capacity of these 90 enterprises is 38.757 million vehicles, and the overall capacity utilization rate is 51.92%.

In fact, among the enterprises that have obtained the catalogue announcement of automobile manufacturers of the Ministry of industry and information technology and are qualified for passenger car production, there are also 32 enterprises that have not appeared in the statistical report of the passenger car association because they have not yet produced. The total production capacity of these enterprises is 2.775 million. Therefore, according to the data obtained from the public information, as of December 31, 2020, the total capacity of 122 enterprises’ passenger cars is 41.532 million, and the capacity under construction is 9.88 million.

In 2020, there are 16 enterprises with sales volume of more than 600000 vehicles, with a total sales volume of 16.2805 million vehicles, accounting for 80% of the total sales volume, and a total production capacity of 20.39 million vehicles, accounting for nearly 50% of the total production capacity. The average capacity utilization rate of these 16 enterprises is 79.85%, which is in a reasonable range.

There are 47 enterprises whose sales volume is less than 50000 vehicles in 2020. The production capacity of these enterprises accounts for 20% of the total, while the sales volume only accounts for more than 3% of the total, and the average capacity utilization rate is only 7.53%.

The capacity utilization rate of six enterprises is higher than 100%. Basically, the three shift system has been put into operation, and overtime work is appropriate on the off day. Among the six enterprises, five are joint ventures of Japanese automobile enterprises in China, which shows that Japanese enterprises are more cautious in making investment decisions.

The capacity utilization rate of the five enterprises is between 80% – 100%, which is in a normal state.

The capacity utilization rate of 10 enterprises is between 60% and 80%, which should be due to surplus capacity.

The vast majority of other enterprises are definitely overcapacity, or even serious overcapacity. Enterprises with small scale and low sales volume generally have serious overcapacity.

Combined with the data in Table 1 and table 2, whether it is based on the sales volume of enterprises or the capacity utilization rate of enterprises, one common point is that the capacity utilization rate of enterprises with more sales volume is relatively high. The situation of enterprises in the automobile industry is clear, which is also reflected in the utilization rate of production capacity.

As for the problem of overcapacity in China’s automobile industry, it has been discussed or debated in the industry for more than 10 years, but there is no final conclusion. Therefore, there has been no effective measures to solve the problem of overall overcapacity, which is becoming more and more serious. The reasons for this situation include theoretical problems, cognitive problems and management problems.
