About 14% of adults with high school education or below do not use the Internet, but this proportion decreases with the improvement of education. Adults living in households with an annual income of less than $30000 are much more likely to report not using the Internet than adults with an annual income of $75000 or more (14% vs. 1%).

There was no significant difference in gender, race, ethnicity or community type in not using the Internet.

Although the Internet usage rate of some groups continues to be low, the vast majority of Americans are now online because government and social service programs are encouraging Internet usage in underserved areas. As time goes on, the offline population of the whole country has been decreasing, especially for some groups. For example, in 2000, 86% of adults aged 65 and above did not have access to the Internet. Now that number has dropped to only a quarter.

Since 2019, the proportion of offline adults aged 50 to 64 has fallen by 8 percentage points, from 12% to 4%. During this period, the proportion of offline black and Hispanic adults also dropped sharply, from 15% to 9%, and from 14% to 5%.
