The main findings are as follows

The business environment of each province is hierarchical, and the equilibrium degree of sub environment is quite different.

There are seven levels of business environment from low to high: C-A +. The provinces in the middle (b) and backward (B -) are the most concentrated, accounting for more than half of the total.

The level of economic development is not simply equal to the level of business environment. The ranking of business environment in some provinces does not match the geographical endowment or administrative level.

Jilin, Heilongjiang and Liaoning belong to the middle and backward level respectively, and the three northeast provinces need to improve their business environment.

In some provinces, the “sub environment equilibrium” and “overall business environment” are seriously inverted.

There are significant differences in business environment among different regions: among the seven geographical regions, East China is far ahead, followed by southwest, North China and South China, which are higher than the national average; while central, northeast and Northwest China are lower than the national average.

The development strategies of the nine regions have different degrees of balance. Half of the regions’ business environment is higher than the national average, and the other half is lower than the national average.

Policy recommendations:

Provincial governments can take targeted measures to optimize the business environment according to the scores and rankings.

Beijing, Shanghai, Guangdong and Sichuan continue to deepen reform and continue to lead.

Zhejiang, Anhui and Guizhou, while maintaining their overall advantages, focus on optimizing the lower ranking sub environment.

The provinces with lower overall ranking can focus on optimizing some sub environments with comparative advantages, so as to improve the overall level.
