In 2020, novel coronavirus pneumonia spread worldwide, and the world economy was in serious recession. The global governance system underwent profound and complicated changes. We must firmly grasp the historical opportunity of the information revolution and build China as the general strategy of information development in the new era. We should vigorously promote the core technology, industrial ecology, digital economy, digital society, digital government construction, and further develop international cooperation in the digital field. We should make full use of digital technology to fight against COVID-19, help eliminate poverty and tackle social security problems, ensure social operation, enable people to gain more sense of happiness and sense of security in the development of information technology, achieve a successful conclusion of poverty alleviation, open up a new journey of building a modern socialist country in an all-round way, and provide a powerful digital impetus to the second hundred year goal.

I. important achievements in Digital China Construction during the 13th Five Year Plan Period

The scale of information infrastructure construction is leading in the world. China has built the world’s largest optical fiber network and 4G network. The penetration rate of fixed broadband households has increased from 52.6% at the end of 2015 to 96% at the end of 2020. The penetration rate of mobile broadband users has increased from 57.4% at the end of 2015 to 108% at the end of 2020. The proportion of optical fiber and 4G in administrative villages and poor villages in China has exceeded 98%. The construction speed and scale of 5g network ranks first in the world, with 718000 5g base stations and more than 200 million 5g terminal connections. The access traffic of mobile Internet users increased from 4.19 billion GB at the end of 2015 to 165.6 billion GB in 2020. The number of national domain names remains the first in the world. The scale deployment of Internet Protocol version 6 (IPv6) has achieved remarkable results, and the IPv6 upgrading of fixed broadband and mobile LTE networks has been fully completed. By the end of 2020, the number of IPv6 active users has reached 462 million. The beidou-3 global satellite navigation system has been opened, and the global positioning accuracy is better than 10m.

The ability of information technology innovation has been continuously improved. The innovation driven development strategy was deeply implemented. According to the global innovation index ranking released by the world intellectual property organization, China’s ranking jumped from 29th in 2015 to 14th in 2020. Important progress has been made in the research and development of basic and universal technologies, the development of integrated circuit manufacturing equipment and materials has been accelerated, certain breakthroughs have been made in basic software, and a number of major scientific and technological achievements have been made in 5g, artificial intelligence, high-performance computing, quantum computing and other fields. Since 2019, China has become the largest source of patent applications in the world, with the largest number of patent applications in 5g, blockchain, artificial intelligence and other fields in the world. In the ranking of the world’s top 500 supercomputers, China continues to maintain its advantage, with the number of supercomputers accounting for 45%. The gap between domestic central processing unit (CPU) and memory and foreign advanced level has narrowed. The vitality of digital economy has been continuously enhanced. The sustained and rapid growth of digital economy has become an important force to promote high-quality economic development. China’s digital economy ranks second in the world and has become an important source of leading global digital economy innovation. In 2020, the added value of China’s digital economy core industries will account for 7.8% of GDP. The scale of digital industrialization continued to grow, the revenue from software business increased from 4.9 trillion yuan in 2016 to 8.16 trillion yuan in 2020, and the revenue from owner business of computer, communication and other electronic equipment manufacturing increased from 10 trillion yuan in 2016 to 11 trillion yuan in 2019. The scale of big data industry increased from 0.34 trillion yuan in 2016 to more than 1 trillion yuan in 2020. The industrial digitization process has been accelerated and upgraded. The NC rate of key processes of enterprises in key areas of manufacturing industry and the popularity of digital R & D and design tools have increased from 45.7% and 61.8% in 2016 to 52.1% and 73% in 2020 respectively. China’s e-commerce transaction volume increased from 21.8 trillion yuan in 2015 to 37.2 trillion yuan in 2020. Information consumption is booming. From 2015 to 2020, the scale of information consumption in China increased from 3.4 trillion yuan to 5.8 trillion yuan.

The service efficiency of digital government has been significantly improved. The construction of digital government has become an effective means to promote the modernization of the national governance system and governance capacity. The “palm office” and “fingertip office” have become the standard configuration of government services. The “one network access”, “remote access” and “inter provincial access” have gradually become a trend, and the sense of gain and satisfaction of enterprises and the masses have been continuously improved. According to the 2020 United Nations e-government survey report, the international ranking of China’s e-government development index rose from 65th in 2018 to 45th in 2020. The number of Internet users in China increased from 688 million at the end of 2015 to 989 million at the end of 2020, and the Internet penetration rate increased from 50.3% to 70.4%. The competition order in the digital market has been gradually standardized, the regulations on optimizing the business environment have been promulgated and implemented, and the anti unfair competition law has been revised. (2) Network poverty alleviation helps win the battle against poverty

Network poverty alleviation is an important part of the battle against poverty. Since 2016, all localities and departments have conscientiously implemented the spirit of general secretary Xi Jinping’s series of important instructions on the implementation of the Internet poverty alleviation campaign, giving full play to the basic role and sustainable advantages of the Internet in eradicating poverty. Rural e-commerce continues to enhance the hematopoietic function of poor areas. By the end of 2020, the Internet access rate of primary and secondary schools (including teaching points) in China has increased from 79.37% at the end of 2016 to 100% at the end of 2020. The proportion of schools with export bandwidth of 100m is 99.92%. 98.35% of primary and secondary schools have multimedia classrooms, further consolidating the basic conditions of information-based teaching.

Network information services make life more convenient for poor people. (1) 5g network construction is in full swing, and the information infrastructure is continuously improved

China has built the world’s largest 5g network, and independent Networking (SA) is the first to realize large-scale commercial use. 5g SA is deployed in more than 300 cities across the country. New progress has been made in the construction of optical fiber communication. By the end of 2020, the total length of optical fiber lines in China has reached 51.69 million kilometers. Cloud network integration continued to advance, with nearly 70% of large and super large data centers directly connected to the backbone network. The national Internet basic resource big data (service) platform has comprehensively gathered domain name, IP and other network basic resource data, and has achieved remarkable results in supporting the monitoring and disposal of harmful domain name applications and Internet development research. China Science and technology cloud gathers 315pf computing resources, 150pb storage resources and dozens of Pb scientific data resources, integrates and deploys 52 comprehensive service platforms and more than 400 scientific research software, so as to provide convenient and easy-to-use cloud services for domestic scientific and technological workers.
