“China’s double carbon big data index” is an evaluation system of carbon peak, carbon neutral and high-quality development effect established by using big data means with Chinese cities as the evaluation object. The goal of building the index is to form an effective evaluation of the city’s dual carbon development work, provide a horizontal observation perspective of each city’s dual carbon development work at the meso level, help relevant local government departments understand the situation of the city’s dual carbon work nationwide, and formulate targeted policies to guide industrial development. 1. Interpretation of carbon peak carbon neutralization policy. The opinions of the CPC Central Committee and the State Council on completely, accurately and comprehensively implementing the new development concept and doing a good job in carbon peak and carbon neutralization (hereinafter referred to as the opinions) and the action plan for carbon peak before 2030 (hereinafter referred to as the plan) are the top-level design documents for carbon peak and carbon neutralization successively issued in October 2021.
Achieving carbon peaking and carbon neutralization is a broad and profound systematic change in economy and society, facing unprecedented difficulties and challenges. At present, China’s economic structure is still unreasonable, industrialization and new urbanization are still in-depth progress, the task of economic development and people’s livelihood improvement is still heavy, and energy consumption will continue to maintain rigid growth. Compared with developed countries, China has a tight time window from carbon peak to carbon neutralization. To do a good job of carbon peak and carbon neutralization, it is urgent to strengthen the top-level design. Formulate and issue opinions at the central level, make systematic planning and overall deployment for the major work of carbon peak carbon neutralization, further clarify the overall requirements, put forward the main objectives, deploy major measures and clarify the implementation path, which is of great significance to unify the understanding and will of the whole Party and pool the strength of the whole Party and the whole country to complete the arduous task of carbon peak carbon neutralization.
2. China’s double carbon big data index system. The evaluation index of China’s double carbon big data index (hereinafter referred to as the index) consists of four fields and 20 sub fields, which are scored for different fields according to the weight. The evaluation object of this index is Chinese cities, and the final score of each city is a weighted comprehensive score between 0 and 100. The four areas are: (1) double carbon development level, that is, the achievements of urban double carbon work in that year; (2) Double carbon development progress, that is, the progress made by the city in double carbon work compared with last year; (3) double carbon development orientation, that is, the strategic orientation of the city’s dual carbon development plan and the advanced nature of the double carbon development peak target. 3. Application of China’s double carbon big data index. The report selects 30 provincial capital cities (unfortunately, Lhasa is missing because of the lack of some data) and five cities specifically designated in the state plan (Dalian, Qingdao, Ningbo, Xiamen and Shenzhen) as the evaluation cities of this year. These 35 cities are also representatives of China’s major cities (excluding Hong Kong, Macao and Taiwan), all of which are cities with a high degree of development in their provinces, Their carbon emissions often account for a high proportion in the province, so we can comprehensively observe the comprehensive situation of carbon peak and carbon neutralization in relatively developed cities in China.
