Under the epidemic prevention, China’s private enterprises, especially small, medium and micro enterprises, urgently need to find a systematic way to survive and develop, and digitalization provides the possibility for this. In order to deeply understand the current situation and problems of the digital transformation of private enterprises in China, and better serve the relief and innovative development of private enterprises, the report research group conducted a questionnaire survey for private enterprises in all provinces from January to February 2022, and conducted a more comprehensive and structured research on the path orientation, transformation pain points, future direction, effect evaluation, cooperation expectations, policy cognition and demands of the digital transformation of private enterprises, Strive to form a structured scan of the current situation, pattern and key issues of the digital transformation of private enterprises in China.

The sample size of this survey is relatively sufficient, and a total of 4877 valid questionnaires were collected. The sample private enterprises cover all provinces in Chinese Mainland in terms of spatial distribution, all sub categories involved in national economic statistics in terms of industry distribution, and large, medium and small enterprises at all levels in terms of revenue scale and employment scale. Based on the overall analysis, this report also conducts special research from the three dimensions of region, scale and industry to identify the similarities and differences of digitalization among different enterprise groups. At the same time, the report also summarizes the five systemic problems faced by China’s private enterprises in promoting digital transformation, and puts forward relevant suggestions for decision-making reference from the five main levels of cognition, investment, implementation, tools and policies.

The overall process and main obstacles of the current digital transformation of private enterprises

From the perspective of the transformation process, most private enterprises in China have carried out digital transformation, have a certain sense of transformation and have the need for further development. More than 60% of the sample enterprises in this survey have carried out digital transformation in the main business field. The vast majority of private enterprises have a positive attitude towards increasing the application of digital technology and tools. The organizational security system for digital transformation of private enterprises has been preliminarily established, and they have expectations for public policies and services of digital transformation. In terms of the sequence selection of digital transformation, the average comprehensive score of “starting with users, optimizing marketing and services” is the highest, indicating that “user thinking” is the preferred logic for the digitalization of private enterprises.

From the perspective of the transformation stage, most private enterprises’ digital transformation is still in the early stage, the strategic consensus of digital transformation has not been formed, and the evaluation of the effectiveness of digital transformation is generally not high. Most private small and medium-sized enterprises still lack clear cognition and systematic planning on the key issues in the process of digital transformation, such as what and how to use it, current investment and future income, and how to excavate technology dividends and policy dividends. The mismatch of digital transformation input and output in the time cycle and the uncertainty of return inhibit the enthusiasm and sustainability of private enterprises’ digital input.

From the perspective of transformation investment and support guarantee, at present, there are many problems in China’s private enterprises, such as small-scale digital investment, lagging investment mode, imperfect support and guarantee system, which restrict the effect of digital transformation. Among the private enterprises in the sample, nearly 70% invested less than 500000 yuan in digitalization annually, and nearly 70% of digitalized talents accounted for less than 5%. In addition to the lack of funds and talents, the lack of information channels, the weak ability to identify products and services, and the lack of internal incentive system and corporate culture support are the main pain points facing the digitalization of private enterprises at present.

From the perspective of transformation application practice, the digitalization degree of enterprises is mostly shallow or partial, and the overall upgrading advantage of internal and external coordination has not yet been formed. More than half of the sample private enterprises have been on the cloud, but mainly tools, equipment or business, and a few have reached high-level and systematic applications. Standardized tools have become the mainstream, but the demand for customization and application practice are still widespread. How to balance standardization and customization and meet the personalized needs of enterprises in different industries with controllable cost and high efficiency is the key to promoting “cloud intelligence with data” in the future.

From the perspective of the demands and effects of the transformation policies, the policies related to digital transformation have been very rich, but the transmission and implementation of the policies are still not smooth, affecting the governance effect. According to the survey, more than 60% of private enterprises do not know the exact content of the supporting policies related to digital transformation, compared with less than 5% of enterprises that have received policy support. The tax, talent and special fund support policies with relatively direct effects are the most popular among private enterprises. Improving new infrastructure, strengthening standards and building platforms are the main demands of enterprises for digital public services.

Comparison of digital transformation of private enterprises in different regions, scales and industries

From different regions, the maturity of digital transformation of private enterprises in the East, central and western regions is distributed from high to low. The biggest difference in digital transformation in different regions lies in capital and talent investment and organizational guarantee. The situation of private enterprises in the eastern region using the cloud and the evaluation of the effect of digital transformation are better than those in the central and western regions. The obvious effect will stimulate enterprises to continue to invest in digitalization and form a positive feedback of “investment effectiveness”. If the effect is not obvious, it is likely to reduce the enthusiasm of enterprises to digitalize, resulting in the widening gap between the digitalization of enterprises in the East and the West.

From the perspective of different scales, the digital differences based on the characteristics of enterprise scale are relatively significant. The impact of the COVID-19 on the digitalization of private enterprises shows a differentiation trend based on the characteristics of scale. Nearly 50% of large and medium-sized private enterprises reflect the accelerated business online under the influence of the epidemic, while nearly 40% of small and micro enterprises reflect the difficulties of survival and neglect digitalization. Large and medium-sized enterprises are better than small and micro enterprises in terms of resource investment, organizational guarantee, transformation mode and transformation effect of digital transformation. More than 80% of small and micro private enterprises report that they have not yet carried out digitization or are in the preliminary exploration stage, while large enterprises are in the leading position in building their own systems and applications, setting up special departments for digital transformation and using the cloud, and generally have higher evaluation of the effectiveness of digital transformation.

From the perspective of different industries, on the whole, the digitalization of private enterprises in different industries has more similarities than differences. The obvious differences are: the tertiary industry is the most affected by the epidemic, and the desire to use digital transformation to get rid of difficulties is the strongest; The secondary industry performs relatively better in the digital transformation stage, investment intensity, implementation effect and so on; In the main application fields of digital transformation, the primary and secondary industry enterprises pay more attention to “improving the intelligent level of production and operation”, and the tertiary industry pays more attention to “promoting the digital innovation of products and services” because it mainly faces C-end users; In terms of the increased use of digital technology in the future, the top three technologies in the primary industry are big data, cloud computing and the Internet, the second industry is big data, artificial intelligence and cloud computing, and the third industry is big data, cloud computing and artificial intelligence.

Five suggestions on accelerating the digital transformation of private enterprises

Private enterprises are an important part of China’s economic and industrial development, and their digital transformation is a key systematic project, which requires multi-party collaboration from multiple levels such as cognition, investment, implementation, tools and policies, so as to remove obstacles, escort, and increase oil growth for the digitalization of private enterprises.

The first is the cognitive level. It is suggested to fully explore the advantages of institutions of higher learning, vocational colleges at all levels, platform enterprises, industry associations and other institutions, build a multi-level and all-round enterprise digital transformation talent training system, and improve the digital cognition and ability of private enterprises through the systematic talent training system of “leading talents + compound management talents + professional and technical talents”.

Second, at the input level, it is suggested to organically combine all kinds of inclusive policies and special policies of finance, taxation and finance, and optimize the policy transmission mechanism, so that the policies can better reach and benefit relevant subjects, and provide more financial resources support for the digital transformation of private enterprises.

Third, at the implementation level, we should improve the construction of new digital infrastructure, encourage enterprises of different ownership and sizes to strengthen digital collaboration, and use the “technology spillover” of leading enterprises to help the incubation and growth of “specialized and special new” small and medium-sized enterprises and the collaboration of upstream and downstream industries, so as to create a digital ecological community suitable for the general trend of industrial upgrading in the future.

Fourth, at the tool level, it is suggested to comprehensively use a variety of policy tools such as R & D investment subsidies, loan discount, government procurement, product price subsidies, and tax incentives to stimulate the cooperative R & D, platform integration, and market supply of digital transformation technology tools for private enterprises.

Fifth, at the policy level, it is suggested to build an overall monitoring and evaluation system for enterprise digital transformation, enrich the “toolbox + service package” of enterprise digital transformation, improve the whole chain integrated public service support and guarantee system for digital transformation, and speed up the overall promotion of digitalization of private enterprises.
