The report of the 19th National Congress of the Communist Party of China proposed to improve the social governance system of Party committee leadership, government responsibility, social coordination, public participation and legal protection. The Fourth Plenary Session of the 19th CPC Central Committee developed the theoretical achievements of the 19th CPC National Congress and added “democratic consultation” and “scientific and technological support” in improving the social governance system. Digital government, as a new type of government operation mode formed under the existing informatization conditions, complies with the requirements of China’s institutional reform, and realizes the vertical and horizontal connection of government departments, cross department, cross level, cross system, cross region, efficient business collaboration, smooth data resource flow, scientific and intelligent decision support, accurate and effective social governance, convenient and efficient public services, and safety Full support, manageable and controllable objectives.
