2、 Overall situation: shrinking scale, Guangdong’s performance is outstanding
First of all, let’s look at the overall situation of software enterprises in the past three years.
(1) Number of enterprises: continuous decline
In 2020, there will be 244105 software enterprises in China, which will decrease by 23809 (8.89%) compared with 2019 and 66130 (21.32%) compared with 2018. The number of enterprises will continue to decline in the past three years. In 2020, software enterprises will be mainly concentrated in Guangdong, Sichuan, Zhejiang and other provinces, accounting for 21.31%, 9.71% and 6.75% of the national total respectively. Listed software enterprises will be mainly concentrated in Beijing, Shanghai, Guangdong, Zhejiang and Shandong.

(2) Number of employees: declining
In 2020, the number of employees in China’s software enterprises will be 1713230, 28257 (1.62%) less than that in 2019, and 60340 (3.40%) less than that in 2018. The number of employees will continue to decline in the past three years, but the overall decline is relatively small. In 2020, Guangdong, Shanghai, Zhejiang and Beijing will have more employees. One of the reasons is that many listed Internet companies attract a large number of software talents with their platform advantages and technical strength. For example, Tencent and Huawei in Guangdong, pinduoduo and Ctrip in Shanghai, Alibaba in Zhejiang and Baidu, meituan and Baidu in Beijing.

(3) Registered capital: continuous decline
In 2020, the total registered capital of China’s software enterprises is 2010648 billion yuan, a year-on-year decrease of 4.97%, and a decrease of 11.73% compared with 2018. The total registered capital of software enterprises has been on a continuous downward trend in the past three years. The top five provinces in terms of total registered capital of software enterprises include Guangdong, Zhejiang, Shanghai, Sichuan and Beijing, accounting for 22.81%, 11.74%, 9.12%, 7.99% and 6.35% of the national total respectively, accounting for more than half of the total.

(4) The number of software copyright: continuous decline
In 2020, there are 705894 software copyrights in China, which is 28276 (3.85%) less than that in 2019 and 77415 (9.88%) less than that in 2018. The number of software copyrights has continued to decline in the past three years. There is a large gap in the number of software copyrights between different provinces and cities. Guangdong Province is far ahead of other provinces with 191596 software copyrights. Only Guangdong, Zhejiang, Fujian and Sichuan have more than 50000 patents.

(5) Number of patents: declining
In 2020, there will be 334502 patents in China’s software enterprises, 1058 (0.32%) fewer than that in 2019 and 3233 (0.96%) fewer than that in 2018. The number of patents has been on a continuous downward trend in the past three years. The number of patent rights in the provinces where listed software enterprises gather is relatively large. Guangdong Province ranks the first with 124128 patents, and only Guangdong, Beijing, Shanghai and Zhejiang have more than 20000 patents.

(6) Software business income: the East accounts for a relatively high proportion, while the Midwest accounts for a relatively low proportion
In 2020, the income of software business in the eastern region will account for a relatively high proportion, while that in the central and western regions will account for a relatively low proportion. The industry agglomeration effect continues to show. The top five provinces of software business income are Guangdong, Sichuan, Zhejiang, Fujian and Shandong, accounting for 21.31%, 9.71%, 6.75%, 5.82% and 5.36% of China’s software business income respectively, accounting for nearly 50% of the total. These provinces are also the provinces where software enterprises gather.

After understanding the development of national software enterprises, let’s take a look at the performance of national and provincial software enterprise index.
(1) National Development Index: continuous decline in recent three years
In the past three years, the overall development index level of software enterprises in China has decreased significantly, from 71.62 in 2018 to 63.27 in 2020.

(2) Provincial input index: Guangdong, Zhejiang, Sichuan, Fujian, Shanghai and Beijing are among the top six, with negative growth rates
Most of the provinces and cities with high input index are located in the eastern and central regions, among which Guangdong, Zhejiang, Sichuan, Fujian, Beijing and Shanghai are among the top six in recent three years, while Guangdong, Zhejiang, Sichuan and Shanghai are among the first echelons.
Compared with 2018, the input index of all provinces and cities showed negative growth, and the provinces with the largest decline were Ningxia, Sichuan, Heilongjiang, Inner Mongolia and Jiangxi, which were – 31.67%, – 24.53%, – 24.10%, – 23.20% and – 22.71% respectively.

(3) Provincial output index: Guangdong, Beijing, Zhejiang, Shanghai and Sichuan are among the top five, and Jiangsu has the most serious negative growth
From the perspective of output index, the top five provinces and cities with higher output index in 2020 are Guangdong, Beijing, Sichuan, Zhejiang and Shanghai. Compared with 2018 and 2019, the ranking has changed. Sichuan has been promoted to the top, while Jiangsu has lagged behind. In recent three years, the output index of Guangdong, Beijing and Zhejiang has steadily ranked the first echelon and remained the top three in China.
Compared with 2018, the growth rate of output index of all provinces and cities is positive and negative, with Qinghai Province (142.77%) having the largest positive growth rate and Jiangsu (- 72.09%) having the largest negative growth rate.

(4) Provincial Development Index: Guangdong, Zhejiang, Sichuan, Beijing and Shanghai rank top five
In terms of the development index, Guangdong, Zhejiang, Sichuan, Beijing and Shanghai have been in the top five of the national development index for three consecutive years, while Guangdong, Zhejiang, Sichuan and Beijing have been in the first echelon in recent three years.
Compared with 2018, the growth rate of the development index of provinces and cities is positive and negative, with Qinghai Province (15.44%) having the largest positive growth rate and Jiangsu (- 54.48%) having the largest negative growth rate.

(5) Index comparison: the performance of Guangdong, Zhejiang, Sichuan, Beijing and Shanghai index is basically the same
From the above analysis, we can see that Guangdong, Zhejiang, Sichuan, Beijing and Shanghai are in the lead in input index, output index and development index, and the development of software enterprises in these five places is strong. Software industry is one of the key industries of digital industrialization, which should play a role in promoting industrial digitization. According to this logic, the digital level of all the listed companies in the areas with strong development of software enterprises should be higher. Therefore, we compare the index of this report with the digital empowerment index of market value weighted average in the digital empowerment evaluation report of China’s listed companies issued by Zhuhai Fudan Innovation Research Institute. The results show that the performance of Guangdong, Zhejiang, Sichuan, Beijing and Shanghai index is basically the same, and the corresponding digital empowerment index ranks top.

4、 Pattern analysis: the economic driving effect of the eastern region is obvious, and the beneficial policies of the western region are good
In the previous comparative analysis, we found that most of the eastern provinces (such as Zhejiang, Guangdong, Fujian, etc.) have better development of software enterprises, while some western provinces (such as Sichuan, etc.) have strong development momentum. We believe that this is mainly due to the fact that the eastern region is economically developed, which is conducive to the prosperity of the software industry ecology, while the western region benefits from the support of national policies and the accelerated development of software enterprises. Taking Chengdu City in Sichuan Province as an example, Chengdu software enterprises are enjoying the benefits of multiple policies.

5、 Leading enterprise: Huawei’s growth against the trend
We choose some data to analyze Huawei.
(1) Patent rights continue to grow
According to the annual report, by the end of 2020, Huawei has held more than 40000 valid patents (more than 100000), of which more than 90% are invention patents. In 2020, with 5464 PCT applications, Huawei has become the world’s largest patent applicant for the fourth consecutive year. In the past three years, the number of Huawei patents has maintained a steady growth trend, and the proportion of Huawei patents in the total number of patents in the whole country and Guangdong Province where it is registered has increased year by year, indicating that Huawei is committed to independent R & D and innovation, and the quantity and quality of innovation achievements have increased.

(3) Talent team continues to grow
In the past three years, Huawei has continuously expanded its staff size, and the number of employees will reach about 196600 in 2020. The proportion of R & D personnel continues to rise, and the proportion of R & D personnel will exceed 50% in 2020.

(4) Software business revenue: ranking first in China for 18 consecutive years
According to the development report of China’s top 100 software business enterprises in 2019 released by the Ministry of industry and information technology, Huawei ranks first, and has been ranked first among the top 100 software business enterprises in China for 18 consecutive years (no specific data has been released in the annual report).
Huawei’s leading position in software enterprises is increasingly consolidated, mainly due to the importance of its development strategy on software business.

6、 Summary
As a national strategic emerging industry, software industry plays an important role in promoting national economic and social development. The development of software enterprises strongly supports the construction of Digital China.
However, the development of software enterprises has declined in recent three years. The overall development index of national software enterprises has declined year by year. The number of software enterprises, the number of intellectual property rights (software copyright and patent rights), the total amount of registered capital and the number of insured persons have shown a downward trend for three consecutive years. From the perspective of provinces and cities, the indexes of Guangdong, Zhejiang, Sichuan, Beijing and Shanghai are outstanding and stable in the top five.
As a leading enterprise, Huawei performs well, and its innovative achievements are constantly emerging. Its strategic layout continues or will lead the high-quality development of software business.
During the “14th five year plan” period, with the implementation of “several policies to promote the high-quality development of integrated circuit industry and software industry in the new era”, software enterprises are expected to resume strong development momentum and build a solid foundation for the construction of Digital China under the stimulation of multiple favorable policies.
