On February 19, 2020, the European Commission released aEuropean strategy for data, which includes eight parts: background introduction, key points, vision, problems, strategy, international path, conclusion and appendix (public data space creation plan for European Strategic departments and public interest areas).

The EU’s strategic objective is to ensure that the EU becomes a model and leader in a data-driven society, so that business and public sectors can use data better for decision-making. In order to achieve this goal, the EU must build a sound legal framework in data protection, basic civil rights, security and network security, and establish an EU internal market to gather competitive companies of various sizes and industries. In order to take the lead in the world in the data economy, the EU must take immediate action to effectively solve a series of problems such as interconnection, data storage, data processing, computing power and network security through consultation with Member States. In addition, the EU must further improve its governance architecture for data processing and increase the number of high-quality databases that can be used and reused.

The ultimate goal of the EU is to make better use of data for the benefit of society, including improving production efficiency, building a free competitive market, improving the health of citizens, and at the same time strengthening environmental protection, enhancing the transparency of governance and providing citizens with more convenient public services. The policy measures proposed in this paper will help to comprehensively promote and promote the development of EU data economy, so as to increase and expand the service demand and application scale of data and digital products in the EU single market.

The data strategy outlines the policy measures and investment strategies needed by the EU to achieve data economy in the next five years. The European Commission’s goal is to create a single data space – a true data single market and open to the world, in which personal and non personal data (including sensitive business data) are secure, and enterprises can easily access unlimited high-quality industrial data and use it to promote economic growth and create value, while minimizing anthropogenic carbon Emissions and environmental damage. CIE think tank translated the full text of the strategy and summarized the key measures of the strategy as follows:

1、 Establishing a unified governance framework

2、 Strengthening investment in Data Infrastructure

3、 Enhance individual data rights and skills

4、 Building a public European data space
