On May 13, 2020, the Ministry of Youth Rights and interests of the Central Committee of the Communist Youth League and China Internet Network Information Center (CNNIC) jointly released the “Research Report on the Internet use of minors in China in 2019” (hereinafter referred to as the “report”).
Based on a sample survey of 34661 students in primary, junior, senior high schools and secondary vocational schools in 31 provinces (districts and cities), the report shows the Internet access environment, Internet use, network literacy education, network security and protection of minors in China, showing the current Internet use characteristics and online life status of minors in China.
The Internet use of minors in China has been quite popular. According to the report, in 2019, the scale of China’s minor Internet users will be 175 million, and the Internet penetration rate of minors will reach 93.1%. The digital gap between urban and Rural Minors has further closed. The Internet penetration rate of Urban Minors has reached 93.9%, and that of Rural Minors has reached 90.3%. The difference between the two groups has decreased to 3.6% compared with 5.4% in 2018.
The proportion of minors touching the net increased significantly. According to the report, the penetration ability of the Internet for young people continues to increase, with 32.9% of primary school students starting to use the Internet before school age. This trend puts forward higher requirements for family online skills education, network content supervision and management, and targeted protection mechanism of Internet enterprises.
Minors’ cognition of Internet is positive. According to the survey, minors think that the Internet is mainly a window to know the world (67.1%), an assistant to daily learning (66.1%), a way to relax (59.3%), a tool to facilitate life (53.1%), a channel to meet friends (36.5%), and a space for self-expression (18.8%). It can be seen that minors have their own cognition and attitude towards the Internet.
Mobile phone is the most used internet tool for minors. According to the survey, the proportion of young Internet users using various Internet devices is mobile phone (93.9%), TV (56.7%), desktop computer (45.0%), notebook computer (31.5%) and tablet computer (28.9%). Among the minor Internet users, 74.0% of them have their own Internet devices, and 63.6% of them have their own Internet mobile phones.
Learning, listening to music and playing games ranked among the top three online activities. According to the survey, the top three activities that minors often engage in online learning (89.6%), listening to music (65.9%) and playing games (61.0%). Others include: chatting online (58.0%), watching short videos (46.2%), searching information (44.9%), watching videos (37.5%), watching cartoons or comics (33.2%), using social networking sites (32.0%).
Online learning of minors is deeply integrated with school classroom education. According to the survey, the online learning of minors is as follows: homework (45.5%), review of knowledge (44.4%), online Q & A (40.7%), memorizing words (39.1%), learning extra-curricular knowledge (33.4%), online education guidance (18.3%). In the field of online learning, adults mainly search and obtain information, while minors are more represented as the extension of classroom education.
Online entertainment and social activities of minors present new characteristics. The survey found that listening to music and playing games are still the most important online entertainment activities of minors. In terms of playing games, mobile games accounted for 56.3% and computer games accounted for 24.6%. The proportion of watching short video and webcast increased by 5.7 and 6.4 percentage points respectively compared with that in 2018. Chatting online is the most important way of communication among minors, accounting for 58.0%.
Junior high school is the key period of the formation of the social attributes of minors’ network. The survey found that the proportion of primary school students engaged in various social activities such as chatting online, using social networking sites, microblogging, forum browsing, news watching and shopping were significantly lower than other education levels, while the junior high school began to show a significant increase. For example, the proportion of junior high school students chatting online, using social networking sites to view or reply to their friends status increased by 31.5% and 29.8% respectively compared with primary school students.
The network literacy education system of minors needs to be further improved. According to the report, 65.6% of minors learn internet skills mainly through their own search, and 25.7% of them acquire Internet skills through school learning. At present, the network literacy education has not yet formed a unified and standard teaching system. Network operation skills, network anti addiction knowledge, self-care awareness and ability need to be strengthened.
On the basis of summarizing the Internet use of minors in China, the report puts forward specific suggestions. First, we should pay attention to the management and education of preschool children to help them form good Internet use habits from the beginning of Internet access. Second, from the family, school, government, enterprises, society and other levels to take measures to effectively reduce the harm of minors’ excessive use of the Internet. The third is to build a systematic network literacy education system, focusing on Internet skills, prevention of addiction, self-protection, information screening and other capabilities as compulsory courses. Fourth, we should improve the network protection mechanism for minors, and severely crack down on illegal and criminal acts that infringe on the safety and rights and interests of minors through the Internet.
The survey also investigated the Internet use of left behind children and migrant children, and compared with the national average level of primary and secondary school students. At present, the Internet penetration rates of left behind and migrant children in China are 77.7% and 83.6% respectively. There are some problems such as low network skills, obvious preference for mobile games and more vulnerable to illegal infringement. Therefore, it is necessary to further improve network literacy education, strengthen social care and help, and safeguard their legitimate rights and interests according to law.
