The comprehensive report on the treatment of rural loose coal in China (2022) (hereinafter referred to as the report) jointly written by the energy foundation and Tsinghua University was officially released. Therefore, it can be determined that under the important strategic objectives such as “double carbon” and “14th five year plan”, the treatment of loose coal is not only imperative, but also urgent. The plan of “clean and scattered coal burning” shall be carried out until 2030, and the plan of “no coal burning and scattered coal burning” shall be clearly defined, so as to actively promote the rational use of coal and reduce the number of scattered coal burning areas.

“Bulk coal treatment can reduce indoor and outdoor air pollution, eliminate rural energy poverty, use clean and efficient energy, and realize the synergistic effect of reducing pollution and carbon,” the relevant person in charge of the energy foundation said at the press conference of the report. At the same time, the report also emphasizes that bulk coal treatment is not only conducive to improving air quality, but also an important measure to promote rural revitalization, which can effectively improve farmers’ living standards and shorten the gap between urban and rural areas.

Specifically, the utilization potential of renewable energy in rural areas is about 900 million tons of standard coal and the potential of roof photovoltaic is about 890 million tons of standard coal. By carrying out clean energy substitution, we can effectively establish a sustainable, affordable and carbon neutral agricultural energy system. Even in an ideal state, if the renewable energy in rural areas is fully exploited, all loose coal can be replaced by 2030. After 2060, in addition to meeting their own needs, rural areas can also output about 1.2 trillion kwh of electricity to cities and obtain corresponding benefits.

In addition, the report analyzes application cases, including building energy-saving transformation, direct and flexible light storage system, multi-channel clean utilization of biomass energy, solar thermal utilization, high-efficiency air source heat pump hot air fan, etc. For example, Shandong Shanghe air source heat pump demonstration project, through the combination of building energy conservation and clean heat source transformation, as well as big data platform, has walked out of a rural clean heating innovation path of “clean supply, economical use, affordable and sustainable”.

In view of the next stage of rural bulk coal treatment, the report emphasizes that “adjusting measures to local conditions” should be placed in an important position.
