Agricultural productivity data are scarce, but there are signs that small-scale food producers are lagging behind large-scale producers. Data show that in most countries, the income of small farmers is less than half that of large-scale producers.

The number of plant genetic resources for food and agriculture in the world has increased from 4.21 million in 2005 to 5.43 million in 2019. However, the protection of wild relatives and underutilized crop species diversity is still not in place.

In the 10 years to 2019, the number of livestock breeds with enough genetic material for post extinction recovery has increased nine fold. However, there are still only 101 species in total, while about 7600 species are reported worldwide, of which 73% are endangered.

From the perspective of women’s land ownership, gender equality is far from being realized, and the legal provisions of many countries do not fully protect women’s land rights. Only 12% of the countries assessed guaranteed a high degree of protection for women.

The number of forests and the sustainability of global fish stocks continued to decline, but at a slower rate.

Globally, since 2001, government investment in agriculture, as measured by the proportion of GDP, has decreased by about one-third. Most of Asia has experienced the largest decline, showing a sharp decline from a high level.

Agricultural census work lags behind seriously

The report points out that hunger and other forms of food insecurity are worsening, disrupting long-term efforts to protect genetic resources and affecting urgent tasks such as the national agricultural census, which is the key to determining the immediate needs and promoting the sustainability of production for farmers around the world. More than half of the 150 countries surveyed have been delayed, postponed or suspended. About a quarter of the countries said that the epidemic has disrupted the work of national statistical agencies, and almost all the collection of key data has been negatively affected. As the regulatory body of 21 SDG indicators and the contributor of the other 5 indicators, the work of FAO is facing a very complex situation.

The report assesses current trends and finds a number of indicators stagnant, including the incidence of food shortages, which is the benchmark for monitoring SDG target 2.1, hunger. Many other indicators have even deteriorated. Many indicators, especially those to measure the labor productivity and income of small-scale farmers, are difficult to assess the current situation and progress due to insufficient data, and it is impossible to determine whether the goal of doubling by 2030 can be achieved.

Innovation can eliminate destruction

FAO has set up big data laboratories and tools to collect real-time information on a series of indicators, developed food price monitoring and analysis tools, and established a geospatial information platform for the “hand in hand” action plan. At the same time, it is also stepping up efforts to disclose all data. FAO is developing other data sources to help members assess the damage to the food system in real time, while overcoming constraints in field data collection, such as the use of satellite imagery to detect and monitor the risk of disruption to crop production and value chains.
